Thanks for the analysis.

I am reassigning this to libmpich-dev, which either needs to add 
package dependencies on
  libhwloc-dev, libucx-dev
or remove the libraries from Libs:

$ grep ^Libs /usr/lib/x86_64-linux-gnu/pkgconfig/mpich.pc
Libs:  -Wl,-z,relro -L${libdir} -lmpich   -lpthread  -lhwloc -lucp -lucs -lrt
