Sorry it took so long, but I reviewed it now and added my comments.

I have to say I agree with Cordell that adding a 2GB dependency to a 2MB
packages sounds untenable. However, I also mentioned that I think the
current libblaspp-dev package might not really help towards rocm support
at all, we'd need a shared library probably. I can add that, but it
probably won't make trixie anymore at this point.
