[Debichem-devel] Bug#1137170: libsimint-dev: Shared library should be built

Building a shared library with -DBUILD_SHARED_LIBS:Bool=True
would be preferable to the current static library.

Note that there is no proper soname for the shared library,
a soname would have to be created and maintained in Debian
(but simint upstream looks rather dormant).
