If anyone is interested in hacking a Windows FreedomBox locator, this 
might be a starting point: http://www.mono-project.com/Mono.Zeroconf

Alternatively we should be able to add UPnP support as well, which 
should be natively supported on Windows.

Sounds good: Playing with multiple build/install methods helps 
understand how to express customizations most flexible.

Example: FAI understands debconf preseeding, as does debian-installer 
(and thus Hands-off). So that format is probably preferred when at all
possible.

And please consider looking at my scripts mentioned earlier, to help 
isolate customizations from default setup.
