Huawei sells Serval-capable phones for 100 USD, or thereabouts.

As smartphones are currently spreading like brushfire in the developing world,
no plug computers will be able to match the volume and hence the capabilities/price.
Android might be not open, but altenative firmwares like CyanogenMod make
it a lot easier to lick that particular toad. (Yes, it's not Debian).
