Shortly after 1hr 18min into this video by Eben Moglen entitled "Innovation Under Austerity," a man is asked to step up to the mic and discuss the ability to take a device an move data from one area of the spectrum to another.  He talked specifically about WiFi and cable modems, and a transverter (linear translator), and move it from WiFi to another area of the free spectrum (by using an amateur radio license).

Does anybody know what he's talking about?  Or how to do it?  It sounded quite amazing, but I don't even know what questions to ask about what he's talking about, let alone where to begin.
