I have redesigned a new look for the homepage (including HTML and CSS)

But I don't know how to apply it.
Everybody else in the visual list seems to have gone hibernating.
We're still stuck with an almost finished redesign and I think the 
project needs a proper homepage.

Who is in charge of the wiki server?
What does it take to update the wiki?

Tell me and I'll try my best to get the new look online.
