The current default for Tor's debian package is to operate Tor in client
mode with a SOCKSv5 listener on port 9050.

Is not a sensible default? It captures almost all of the use cases I've
seen discussed.

For dynamically creating hidden services, you'd probably want to use a
Tor controller anyway, not writing to configuration and reloading it all
the time, if that's what you're thinking is not sensible enough.
