Some pages I can think of:
- Introduction (about, vision)
- Using (general, service specific pages, faq, hardware support)
- Support (mailing list, irc, etc.)
- Legal (currently there is PrivacyAtHome page)
- Contributing (building, projects info, dev setup)

For inclusion in Plinth, I think we could create HTML fragments (without
header, <body>) and let Plinth generate a full page with styling out for
them.

However, this would make Plinth depend on freedombox-setup.  I wonder if
it would be better to include the documentation in Plinth or as a
separate package.
