What do you mean by "install sysvinit-core again"?  Did you perhaps not 
test bootstrapping but reverting an already systemd-contaminated system?

Did you test on unstable or testing?

I have no problem installing freedombox-setup (which includes firewalld, 
libpam-systemd, policykit-1) together with systemd-shim (which excludes 
systemd-sysv) on an unstable system.
