I am suspecting problem with the Apache configuration forwarding
requests to Plinth and not something inherent to Plinth itself.  There
is one known issue[1].  In general, Apache configuration of Plinth is a
bit of mess.  I will take a lookt it.  I am also eyeing Nginx.

Is this with Plinth Tor Hidden Service configuration?  Or is it with Tor
setup itself?  Would you please file a bug?

I will try to reproduce the problem with the above configuration.
