No, it doesn't. The firmware have the same boot behaviour as previous
RPi models.

I don't understand why that would be any different from what we have
now, that it download and boots from the SD:cards first FAT partition.
But yes, you could probably install and use CoreBoot or U-Boot instead
of a Linux kernel.
