There's a nice article about how to help first-time contributors to

TL;DR:
In an issue, describe roughly how to implement the solution. Add tests
to the master, as 'skip' so the build doesn't fail. The issue should
only be resolved by first-time contributors (activating the tests), and
there should be a detailed description of how to get started.
