It doesn't.  No change.  I still get the same message shown above and
ppp doesn't connect.  The link state of the regular external interface
still says "Please check cable" even though I can still talk to the
router connected to it.

While NM keeps trying, the networks page shows the ppp connection in
green.  When clicked on, it says the zone is external, as it was set
in the original connection configuration via nmcli.  This behavior
remains the same whether default-zone=external or default-zone=public
(the default).  So it looks like this is an unrelated problem.

Mmm...  After a while plinth reports the ppp connection as inactive and
in orange.  Probably the correct behavior as NM has not succeeded in
bringing it up.
