There are a number of VPNs based on TLS & you can make connections
with SSH as well, but the IETF standard for this is IPsec. That has
been available for Linux since the FreeS/WAN project around the turn
of the century. Their docs are still online & site-to-site VPNs are
covered:

Today you would use Openswan, a FreeS/WAN descedant that Debian supports:
