The softiron 1000 was a nice arm64 machine that runs bog-standard
debian. I've found it to be a well-designed and reliable headless box.
Unfortunately it's not been made since 2019 so is probably hard to get
hold of. And thus it doesn't meet your 'available in Switerland'
criterion unless you can find one on ebay.

Solidrun's CuBox M series (iMX8) also work pretty well. Also not available in
Switzerland directly SFAIK (and you might not want to buy stuff from
Israeli companies).

The Rockpro64 also works with stock debian, but again I don't see a Swiss supplier.

Your requirements of arm64, stock debian, no blobs, and 'not imported' result in
zero devices SFAICT. You will probably have to relax the 'not
imported' rule.
