[Freedombox-pkg-team] plinth 0.12.0

Just a note that I've import plinth 0.12.0 upstream into the packaging
repository on Alioth [1]. I also made the following changes:

* Update symlinks for jsxc 3.0.0. Since lintian does not like absolute
symlinks in the source package, all the symlinks for JSXC are removed by
repacking the source, and then replaced during package build using
plinth.links.

* Remove patches that have been merged upstream.

* Rearrange copyright file to have the more general license at the top.
This fixes 2 lintian warnings.

* Move plinth into web section. Having it in the python section caused a
lintian warning. I found other web apps like ikiwiki and owncloud in the
web section, so it seemed like a good fit.

I did some testing, mainly focused on JSXC. I didn't see any major
issues, but please review and let me know if there's anything I might
have missed.
