[Freedombox-pkg-team] Bug#847680: plinth: Metapackages for optional plinth modules

Now I'm wondering if these should be named something else, like
task-freedombox-<module>. That would leave the plinth-<module> names
open for #771664, which proposes to actually split up the plinth
package. I think these are 2 distinct ideas and both may be valuable
approaches.
