[Freedombox-pkg-team] Upload request for php-netscape-bookmark-parser

Hello,

I have prepared the packaging for php-netscape-bookmark-parser, which is
required for packaging the latest version of shaarli. It's a very simple
package, with a single php file that provides the NetscapeBookmarkParser
class.
