The Docbook functionality is very problematic for the Debian wiki since
it relies on security unsupported Python code from an ancient Debian
release, I would encourage you to move away from it if possible.
Also if you are shipping the DocBook output anywhere without also
shipping the raw wiki files, then that is a violation of DFSG item 2.
I encourage you to instead either switch to Sphinx or ship the raw wiki
text and render the DocBook and other outputs from that.

On a test page the issue disappeared when I deleted the include macro
for the FreedomBox/Manual/Developer page.

Looking at the manual page it appears there is an error with the macro
on the HTML page, but I guess the DocBook renderer is less robust.
