  Revert "ignore PERLLIB and PERL5LIB env var"

This reverts commit 5eeec90aab8110659cca28fbf8835f709427ee51.

Following a discussion with Guillaume, -Ifoo will be include
first in @INC, PERLLIB and PERL5LIB will come after.

The alternative is to pass all the lib directory to perl.exe
