Hello,

On RHEL6, the additional repository "rhel-6-server-optional-rpms" is needed.
I guess this is same with RHEL7.

Can you please try :
   yum repolist all | grep enabled
   yum-config-manager --enable rhel-7-server-optional-rpms (or 
subscription-manager repos --enable=rhel-7-server-optional-rpms)
