quick thought: what we should have in netconf per interface is
a stack of configuration data: you can always add a configuration on
top of the previous one, but when you remove it, the previous one
gets activated again.

This would allow us to use zeroconf at layer 1, noconf at layer 0,
dhcp at layer 2, and so on.
