No, it turns out that's what happens when ifupdown, using
/sbin/route, brings up two ifaces with default routes. ip route
won't, actually, it seems.
I think what I want netconf to do if you bring up an iface with
a default gateway if a default route already exists is to keep it in
mind and make it active if the iface providing the currently active
default route goes down.
