may be I am missing the point, BUT AFAIK:

    sudo apt-get install fsl
    source /etc/fsl/fsl.sh

and all the universe of fsl tools of the most recent FSL release should
come into your shell

those versioned symlinks are provided off /usr/bin because it is safe to
do so with fsl4.1- prefix (without it conflicts occur with binaries from
other packages)
