[Neurodebian-users] problems adding neurodebian repositories behind firewall

Dear users,

I'm new to NeuroDebian, and am trying to add the repositories to my Ubuntu
11.10 64 machine with the commands listed at the NeuroDebian website as
follows:

username at machine:~$ sudo wget -O- http://neuro.debian.net/lists/oneiric.de |
sudo tee /etc/apt/sources.list.d/neurodebian.sources.list
--2011-10-21 10:23:25--  http://neuro.debian.net/lists/oneiric.de
Resolving neuro.debian.net... 129.170.30.193
Connecting to neuro.debian.net|129.170.30.193|:80... failed: Connection
timed out.
Retrying.

I think this is related to the fact that I'm behind a university firewall
but I thought I had set system-wide proxy settings in all the right places
(apt.conf, .bashrc, firefox, etc.).

Has anyone experienced this issue?
