depending how you got the sources, you might still need to do manually

quilt push # to apply all the patches

and once again -- what would happen if you just do

apt-get install libgd2-noxpm-dev

?  versions seems to be alright so I am not clear why you got that error
-- may be there was some conflict requiring removal of some other
package...
