Please note that the pydicom site has changed from:
  https://code.google.com/p/pydicom/
to:
  http://pydicom.org/

The NeuroDebian python-dicom page should probably be updated accordingly:
  http://neuro.debian.net/pkgs/python-dicom.html


By the way, pydicom 0.9.9 has been released recently with updated DICOM
dictionaries and some bug fixes.
