[Nut-upsdev] man page for megatec_usb

Jon and Alexander,

at some point, we will need a man page to document megatec_usb. I know
that the man page syntax is pretty ugly, but if you can come up with
the content, we can fix the formatting.

There is a skeleton man page at man/skel.8. It is perfectly acceptable
to reference megatec.8 where things are the same as serial
Megatec-protocol devices.

Or (shameless plug) if you are more comfortable with Perl's POD
syntax, you can embed the documentation in comments in the driver, as
in drivers/tripplite_usb.c.
