[Nut-upsdev] broken spec files in the trunk

I wanted to take a look at these before the 2.2 release, when looking
at the NUT Packaging Standard.

since there will be more breaking things in the meantime, that can be
postponed a bit more.

even on debian based systems, you can build rpm ;-)
