We should probably have a document in the NUT source tree that
addresses this, too. Any suggestions as to where this should go?

The top-level INSTALL file is more oriented towards people building
from a tarball, but we have been seeing more and more people who need
features from the SVN tree, and don't have all the auto* dependencies
installed.

docs/configure.txt is really just an expanded version of INSTALL, but
it could be a good place to explain how to generate ./configure from
SVN.
