was your UPS USB cord plugged before installing the packages?
if so, that explain the issue: udev rules are applied either at
startup (coldplug) or upon device plugging.
I'm already considering the udev restart as an update to address this
since I've also faced the problem with an MGE PSP update I'm
preparing...
