[Nut-upsdev] RFC: new variable fault.site.{enable,disable}

Fellows,

the aim with this variable is to allow users to enable / disable handling of
some alarm.

In the present case, this is the detection of Site wiring fault.
ATM, I have no others in mind, but I tried to make something generic enough
so that we can extend it in the future.

The proposition is: fault.site.{enable,disable}
Otherwise, a simple "sitefault.{enable,disable}" could be sufficient.

As always, comments and feedback welcome.
