[Nut-upsdev] Reduce frequency of upsd /var/log/messages

When the server upsd cannot connect to the UPS, it writes messages to /var/log/messages every five minutes.  This clutters the system log file.  The attached patch turns the hard-coded parameter, SS_CONNFAIL_INT, into a configuration parameter in /etc/ups/upsd.conf.  (I copied the name already chosen for this purpose.  You may want to use a different name in a configuration file.)  I set SS_CONNFAIL_INT 3600 to match the setting I use for NOCOMMWARNTIME.

Please consider these changes.
