[Nut-upsdev] RUCELF__UPI-1000-12-E: confirmation and .dev for Devices Dumps Library

I have successfully connected UPS
RUCELF UPI-1000-12-EL to NUT, 
and would like to contribute .dev file
for this model to NUT's Devices Dumps Library.
