[Nut-upsuser] /dev/ttyS0 permissions problem

If it is on SUSE then you have to edit /etc/permissions.local and add a line
there reading

/dev/ttyS0 nut.nut 660

Then it will survive reboot.

If it is not on a SUSE system, then I don't know the answer.
