[Nut-upsuser] Network UPS Tools version 2.2.0 released

Network UPS Tools version 2.2.0 has been released.

This ends two years of hard development from the whole NUT team and
contributors.
So thanks to you all for your much appreciated contributions.
This also starts the new development tree, 2.3, with many goals. A
later mail will detail this.
