That was the problem.  openSUSE uses /var/run for such run-time data, not 
/var/state.  I changed the declarations to 
PIPEFN /var/run/ups/upssched.pipe
LOCKFN /var/run/ups/upssched.lock
created /var/run/ups and nut is now running correctly.
