[Nut-upsuser] apc smart ups restart

BIOS settings?  Alternatively, there are a couple of UPS variables which can
affect how it behaves when the power comes back: [battery.charge.restart]
"Minimum battery level for restart after power off (percent)"; and
[ups.delay.start] "Interval to wait before (re)starting the load (seconds)".
