[Nut-upsuser] machine not shutting down and connection failures in logs

I moved everything to localhost, now upsmon refuses to start because the
powervalue is insufficient, 1 vs 0. upsc works ok, i've verified that usb
cable is attached and the machine is powered by the ups. The ups also gives
power to a switch and and usb disk.
