[Nut-upsuser] still no nut at reboot

Greetings;

I have attempted to add the nut startup strings into my /etc/rc.local file, 
but with the new nono-serialized boot used by many distros today, I cannot 
see the startup and its error messages if any because the xserver is 
already started and that hide the messages.  All I know is that it will not 
even show the driver in an htop report once booted.

So, taking another tack, I have pulled the /etc/init.d/upsd script in from 
an older mandriva install that self-destructed, modified the paths in it to 
suit the installation in the /usr/local/ups tree.

Parts of this appear to work.

That was root attempting to do that.
That file is currently, and I believe pursuant to the install instructions:
[root at coyote init.d]# ls -l /usr/local/ups/etc/ups.conf
-rw-r----- 1 root nut 95 2010-11-06 12:54 /usr/local/ups/etc/ups.conf

What do I do to the perms etc so that this file is readable, both now, and 
during the bootup when I enable a link to it from /etc/rc5.d?
