Try:
NOTIFYCMD C:\\NUT\\etc\\NotifyCmd.bat
And if it doesn't work:
NOTIFYCMD "C:\\NUT\\etc\\NotifyCmd.bat"
(For the record, this is explained in chapter 6.1 of the user-manual.)
