[Nut-upsuser] Compilation error: NUT 2.6.2 --without-snmp

Thank you.
There were some troubles with man pages (workaround: specified '-L' for A2X
to skip validation, because it failed), but finally I was able to build
NUT-2.6.2 revision #3260
