Possible, but not recommended. (You would probably need to add a USB host chip - USB is a synchronous protocol, so the GPIO timing would need to be very precise.)

Is there any way you can send a HTTP request to the NVR to tell it to shut down? With the UPS monitored by NUT, you could launch that via an upsmon NOTIFYCMD.
