The simplest way: in upsmon.conf, make sure that SHUTDOWNCMD is set to
something innocuous.

Depending on how flexible your distribution's startup scripts are, you
could also decide not start upsmon if all of your monitoring happens
elsewhere. Or you can set the "powervalue" in the upsmon.conf MONITOR
statement to 0.
