Per https://alioth-lists.debian.net/pipermail/nut-upsuser/2019-May/011389.html I thought you reinstalled NUT, and that was fixed?
At this point, "ps auxww | grep usbhid-ups" should return nothing (except maybe the grep command itself). Then try this as root:
/lib/nut/usbhid-ups -a myups -DD
(The "myups" name was based on an earlier email; please adjust if /etc/nut/ups.conf contains a different UPS name.)
