[Nut-upsuser] No Shutdown Signal being Sent

What you are seeing is the correct behaviour.  upsmon will not shut down your 
system until the battery charge drops below the value given by command

   upsc <ups> battery.charge.low

If you want a faster shutdown, either raise the value of battery.charge.low or 
use timers.
