[Nut-upsuser] nut-server fails to start

I am running nut server on a raspberry pi.  Doing a status after bootup, I
see this:

   Loaded: loaded (/lib/systemd/system/nut-server.service; enabled; vendor

   Active: failed (Result: exit-code) since Tue 2021-08-31 18:11:54 EDT;

To try to fix this, I added to (root's) crontab:
@reboot    upsdrvctl start && upsd && systemctl start nut-server.service

But it still fails to start on boot up.
