After working further I was able to get somewhere I think, or at least
narrow it down. It does seem that the polling interval is set decently for
the UPS at 10. This causes my devices monitoring for outages to not send
messages rapidly every 5 seconds or so.

However one of the tools I was using, the NUT CGI Webpage, every now and
then when it is refreshed will still show the on battery. Does the CGI Page
poll the device with every refresh? Wondering what the static refresh time
is on it, or if it can be set to automatically refresh every so often so
that a visual board can be used without polling too often.
