Does that system have something like udev, upower, devd or some such in
charge of assigning filesystem permissions to USB device nodes - should get
owned by NUT run-time user?

Alternatively, try adding `user=root` line to the driver config section.

Also, NUT v2.7.4 was popular for a few years too many, but now is a few
releases behind modernity. Is it an option for you to build a replacement
from github master branch there (if not packaged yet by vendor)? Note there
was an errata published after 2.8.1, with a one-line fix, so better take
the git master.
